Minutes of the 2019 Annual Meeting

Upon determining that a quorum was established with 24 present eligible residents and 20 proxy votes cast, Trustee Rick Pfarr opened the annual subdivision meeting at the Woodlawn Chapel Presbyterian Church building at 7:00pm.

Wildwood Police Officer Chris Sahrmann updated the audience on local law enforcement efforts. He reviewed the St. Louis County law enforcement organization that supports Wildwood including 40 dedicated patrol officers and a number of additional law enforcement personnel provided on a full-time or as-needed basis. He reported that the area has been redefined from four to five policing districts to ensure quicker response time and mentioned that officers in Wildwood cooperate with other police departments at the local, state and federal level to further ensure public safety. He noted that the officers work in 10 hour shifts to provide full coverage for the community.
He reported on area criminal activity for the last seven months noting only five incidents on record and stating that we have a very safe neighborhood. The reported incidents include:

- Drug violations of some sort (2);
- Animal bite;
- Larceny theft;
- Burglary that has since been solved.

Officer Sahrmann said that calls come in for:

- Burglar alarms;
- Open garage doors residents are advised to double check that their garage doors are kept closed, especially overnight;
- Solicitors in the neighborhood operating without a permit all solicitors (other than for religious and political reasons) must have a city permit and be prepared to present it upon request;
- Suspicious vehicles or persons in the neighborhood. Residents are advised to call the police immediately if you see any suspicious activity.

Also, Officer Sahrmann reminded the group of the vacation registration program in which residents may notify the Wildwood police department when they plan to be away for vacation or otherwise. This alerts police to the need for special attention by Wildwood police officers for temporarily unoccupied residences. He encouraged residents to register with the police department when planning a vacation.

Officer Sahrmann reminded the group that the City of Wildwood police precinct can be reached at 636-458-9194 or by calling 911 in an emergency.
Officer Sahrmann also responded to a resident s question about fast moving cars on Prospector Ridge by advising residents to call the police with speeding complaints and indicating additional traffic enforcement may result.

Finally, Officer Sahrmann encouraged residents to attend Board of Public Safety meetings that take place on the first Thursday of every month to learn more about enforcement efforts in the community.

Wildwood Council Member Katie Dodwell then spoke. She thanked active residents for working with the City on issues related to the retention pond bordering Westglenn Farms and said that a plan is being developed to resolve the issue of excessive algae and plant growth on this pond.
She also updated the group on search efforts for a new city administrator. She advised residents to email her if they have any thoughts on qualifications that should be considered. She also said the City is finalizing bids to complete a sidewalk on the north side of Clayton Road adjacent to Anniversary Park. The City is also looking at the feasibility of completing a sidewalk on Strecker to tie into existing sidewalks in Ellisville. She also reported that MSD is near completion of the work they are doing on Caulk s Creek near Strecker and will soon be undertaking similar work to upgrade and expand sewer capacity further up on Caulk s Creek. Finally, she said that MODOT will start construction at the intersection of Highway 109 and 100 this summer to improve traffic flow and there may be some delays while this is underway. Residents can look for additional roundabouts to be installed in the area.

Mayor Jim Bowlin then spoke, reminding everyone that he is in the third year of a four-year terms and that Wildwood is doing well now. He discussed changes that are being planned in the recycling program noting that effective April 1 glass will no longer be collected for recycling and paper and metal will be collected only on alternating weeks. More information, including a collection calendar, will be available to residents in coming weeks. He said new receptacles will be provided to residents in connection with this change. Also, effective April 1 month trash rates will increase by $.50. He said that trash complaints have increased recently and reminded everyone that the city contract with Meridian will be up for renewal in August.

Mayor Bowlin further discussed updates on the 20/20 plan and said this is going well with good progress occurring on Old Manchester Road improvements. He encouraged residents to log in to www.cityofwildwood.com and watch live streaming of Wildwood city council meetings to learn more about what s happening in and around the city.

Finally, the Mayor discussed recent developments on the Better Together initiative currently underway between the City of St. Louis and St. Louis County and how this affects Wildwood. He described this as a fluid situation and said it is not clear where it is going right now. He said there are many issues to be discussed and we need to be proactive to protect our local interests. He announced that he is proposing a commission be formed to ensure that Wildwood s founding principles, i.e., protection of the environment and respect for the concerns of local residents, are preserved no matter what happens. Katie Dodwell advised residents to let her know if they are interested in serving on this commission.

Trustee Ray Edwards presented the Winding Trails Bath & Tennis and Village of Winding Trails 2018 financial results and 2019 budgets. Bath & Tennis ended 2018 net positive with an ending cash balance of $159,181 while Winding Trails ended the year with $2,688. Conservative budgets are planned for 2019 in both accounts. Annual assessments for 2019 will remain the same as 2018, i.e., $275 for Bath and Tennis and $110 for the Village of Winding Trails. Overall revenue assessments are projected to continue on track in 2019 and expenses will remain carefully controlled.

A number of other projects are planned to include refurbishing and upgrading pool-side restrooms as well as other general improvements and various pool repairs. Additionally, Beautification Committee Chair Laine Angelo outlined planned initiatives to further improve neighborhood landscaping. Rick Pfarr further endorsed her and the committee s efforts. Ray and Rick thanked Laine and other members of the Beautification Committee for all their work on behalf of the subdivision. Laine and Rick reminded the group that we need the involvement of everyone to make the neighborhood look the way we want it to and encourage everyone to pitch in to help. In response to a resident s question Ray assured the group that subdivision funds seem to be well accounted for by our outside bookkeeper City & Village but agreed to look into this further to ensure that our bond adequately meets current reserve levels.

Following Ray s presentation, Sharon Hudson made a motion, seconded by Dana Fenster, to accept the 2019 budgets as presented. Upon unanimous approval, the 2019 budgets were approved.

David Rosen-McGinnis briefly presented the pool/tennis report and mentioned that in general things went well with the pool this past year. He said the last of the furniture purchases have been made, the pool was recaulked and three Ash trees were removed. Dave anticipates another positive year ahead with the pool. As previously mentioned, plans are underway to redo the restrooms, paint the pool and replace the water heater. Following discussion Dave agreed to look into providing more trash cans for the pool.

Trustee Rick Pfarr offered a brief update on neighborhood issues. Rick mentioned that additional cul-de-sac improvements are being planned for 2019 and should start in the Spring. He said we will need everyone helping to maintain these plantings. He again recognized the Beautification Committee members as well as Christy Ehrenreich and Nan Trecker for their help with the holiday luminary this year. Rick also recognized Richard Baricko for his work on the website. Rick reminded residents that the Architectural Review Board is in place to approve any changes to home exteriors and adjacent areas. In response to a resident s question Rick and the trustees committed to looking into neighbors who are failing to maintain the upkeep of their homes.

Finally, in response to another resident question Rick revealed that he is investigating leaf removal services that may be offered next Fall.

Rick also mentioned that Dave Rosen-McGinnis term of office is due to expire. Rick opened the floor to nominations for trustee. Dave was nominated for another three-year term of office and the motion was seconded. Upon receiving no other nominations, the vote was called and upon unanimous approval Dave was elected to serve another term as trustee.

There being no other business to come before the group a motion was made, seconded and approved to adjourn the meeting at 9:00pm.
